This type of crime not only has a profound negative impact on the individual lives of individuals, but also has far-reaching consequences on the social and economic structure of societies. Drug use and trafficking exacerbate the growing trend of related crimes such as theft, violence and human trafficking. This situation causes public health crises and increases direct and indirect costs for governments and nations. On the other hand, these crimes are a serious threat to the security of societies that can reduce public trust and weaken social and legal institutions. Moreover, the drug problem is not only highly visible in developed countries, but also in developing countries and vulnerable areas. In many of these countries, rapid population growth, unemployment, poverty and easy access to drugs have become an uncontrollable crisis. Especially in border and insecure areas, drug trafficking gangs become serious threats to national and economic security. Meanwhile, the abuse of the social and economic status of individuals, especially young people and vulnerable people, complicates the problems. In this article, first, the types of drug-related crimes and their legal foundations are examined and analyzed, then the social and economic factors affecting the commission of these crimes are evaluated in detail. Also, the criminal policies implemented in different countries and their level of effectiveness in preventing and reducing these types of crimes will be examined. Finally, by utilizing the data and research conducted, innovative and practical solutions are proposed to reduce drug-related crimes and strengthen the effectiveness of criminal policies. The ultimate goal of this research is to provide a comprehensive and comprehensive view of the challenges and opportunities in combating these types of crimes that can help researchers, policymakers, and experts to deal with this problem more effectively. This research aims to emphasize the importance of prevention and treatment as two main pillars in criminal policies and to provide solutions to strengthen the convergence between domestic and international policies in this field. Special attention will also be paid to the role of treatment and support centers in reducing social harms caused by addiction. جرم‌های مرتبط با مواد مخدر از جمله پیچیده‌ترین و پرمخاطره‌ترین چالش‌های اجتماعی و اقتصادی در جهان معاصر به شمار می‌روند. این نوع از جرایم، نه تنها بر زندگی فردی افراد تأثیرات منفی عمیقی به جا می‌گذارد، بلکه پیامدهای گسترده‌ای بر ساختار اجتماعی و اقتصادی جوامع دارد. به واسطه‌ی مصرف و قاچاق مواد مخدر، روند رو به رشد جرم و جنایت‌های وابسته همچون سرقت، خشونت و قاچاق انسان تشدید می‌شود. این وضعیت، موجب بحران‌های سلامت عمومی و افزایش هزینه‌های مستقیم و غیرمستقیم برای دولت‌ها و ملت‌ها می‌گردد. از سوی دیگر، این جرایم تهدیدی جدی برای امنیت جوامع هستند که می‌توانند موجب کاهش اعتماد عمومی و تزلزل نهادهای اجتماعی و قانونی شوند. علاوه بر این، مشکل مواد مخدر نه تنها در کشورهای توسعه‌یافته، بلکه در کشورهای در حال توسعه و مناطق آسیب‌پذیر نیز به شدت نمایان است. در بسیاری از این کشورها، رشد سریع جمعیت، بیکاری، فقر و دسترسی آسان به مواد مخدر به بحرانی غیرقابل کنترل تبدیل شده است. به ویژه در مناطق مرزی و ناامن، باندهای قاچاق مواد مخدر به تهدیدات جدی علیه امنیت ملی و اقتصادی تبدیل می‌شوند. در این میان، سوء استفاده از وضعیت اجتماعی و اقتصادی افراد، به ویژه جوانان و افراد آسیب‌پذیر، مشکلات را پیچیده‌تر می‌کند. در این مقاله، نخست به بررسی و تحلیل انواع جرایم مرتبط با مواد مخدر و زیربناهای قانونی آن پرداخته شده، سپس عوامل اجتماعی و اقتصادی مؤثر بر ارتکاب این جرایم به تفصیل ارزیابی می‌گردد. همچنین، سیاست‌های جنایی به کارگرفته شده در کشورهای مختلف و سطح اثربخشی آن‌ها در پیشگیری و کاهش این نوع جرایم مورد بررسی قرار خواهد گرفت. در نهایت، با بهره‌گیری از داده‌ها و تحقیقات انجام شده، راهکارهای نوآورانه و عملی برای کاهش جرایم مرتبط با مواد مخدر و تقویت اثربخشی سیاست‌های جنایی پیشنهاد می‌شود. هدف نهایی این تحقیق، ارائه دیدگاهی جامع و همه‌جانبه از چالش‌ها و فرصت‌های موجود در مبارزه با این نوع جرایم است که بتواند به پژوهشگران، سیاست‌گذاران و متخصصان کمک کند تا به طور مؤثرتری به مقابله با این معضل بپردازند. این تحقیق در صدد است تا بر اهمیت پیشگیری و درمان به عنوان دو رکن اصلی در سیاست‌های جنایی تأکید کند و راهکارهایی برای تقویت همگرایی بین سیاست‌های داخلی و بین‌المللی در این زمینه ارائه دهد. همچنین توجه ویژه‌ای به نقش مراکز درمانی و حمایتی در کاهش آسیب‌های اجتماعی ناشی از اعتیاد خواهد شد. /downloadfilepdf/346193
